For TEFAP boxes, households self-declare income at or below 185% of the federal poverty level and bring photo ID from any state. Eligible households may receive boxes up to two times per month; current supply is not confirmed. Ready-to-eat bags for people without shelter are a separate program. Published instructions do not confirm admission or availability.
